About the book: 1986 / The Nineteenth Congress of the Communist Party of the USSR was held in Moscow in 1952 (October 5-14) , in the presence of Stalin. The previous congress, the eighteenth, took place more than thirteen years ago, contrary to the then existing party charter, according to which the all-party congress should meet at least once every three years. It was not only the war that explained this long delay, so characteristic of the contempt with which Stalin treated the concept of legality within the party itself. At the Nineteenth Congress it was decided that henceforth the general congress of the party should meet every four years. The speaker who presented a number of projects reforming the party charter was Nikita Khrushchev.
