Based on the legislative documents of the Politburo of the Central Committee of the All-Union Communist Party of Bolsheviks, the Central Executive Committee and the Council of People's Commissars of the USSR, the All-Russian Central Executive Committee and the Council of People's Commissars of the RSFSR, departmental orders of the Supreme Economic Council and people's commissariats: labor (NKLabor), justice (NKYu), health care (NKZdrava), heavy industry (NKTP), internal affairs (NKVD) and others, the main goal of Soviet housing policy is described - the nationalization of housing with the aim of using it as a means of controlling people. The use of housing is shown as a way of attachment to a place of work, coercion to the required level of labor productivity and a prescribed lifestyle.
