This concept has been ripening for a long time in the collective unconscious of the entire society: first in the form of a certain dream about the ideal of the future, on the basis of which the worldview is formed, if not of the entire society, then of some of its social groups (at the same time, based on adherence to this ideal, new social groups). Then, as the images of the ideal future acquire adequate expression in vocabulary, a conceptual apparatus and a corresponding worldview of society or some of its social groups are created. The concept of management - achieving the goals of the future - is an objective consequence of this worldview. What worldview and the corresponding worldview in society is the same as the concept of national security or danger, if the concept is imposed on society from the outside. It cannot be made by order of the president, king or patriarch, but the algorithm for its formation can be influenced through culture, since culture is an objective reflection of the concept of management in various types of arts.
