About the book: 2012 / The book is dedicated to the deprivation of voting rights on social grounds in the first two decades of the existence of the Soviet state. This phenomenon, which arose shortly after October 1917, became an important element of social policy. It gave the authorities the opportunity, without resorting to direct repression, to exclude representatives of the so-called from active participation in public and political life. "non-proletarian strata" of the population. The author, based on rich factual material, shows how the deprivation of voting rights was organized in the Smolensk province (1918–1929 and in the Western region (1929–1936). The system of restrictions in the economic, social and everyday spheres, imposed on citizens who were deprived of voting rights. Particular attention is paid to the problems of the relationship of those disenfranchised with society and the authorities. The work shows that one of the main consequences of deprivation of voting rights was the formation of a special category of “class alien elements”, many of whom became. subsequently victims of political repression.
