This phenomenon, which arose shortly after October 1917, became an important element of social policy. The author, based on rich factual material, shows how the deprivation of voting rights was organized in the Smolensk province (1918–1929 and in the Western region (1929–1936). Particular attention is paid to the problems of the relationship of those disenfranchised with society and the authorities. The work shows that one of the main consequences of deprivation of voting rights was the formation of a special category of “class alien elements”, many of whom became. subsequently victims of political repression.
